What is the most energy efficient backdraft damper on bathroom/kitchen fans that vent through exterior walls?

I have seen basically 3 types of dampers for such vents:

1 the one big beat you describe
2 several small flaps
3 an internal flap that is spring crammed.

Should there be a backdraft damper somewhere in the return duct for a home hvac system?

Getting old drafts through the return registers when the fan is not on or even if the system is off?
It is a two story house and I have checked the duct system and there are no breaks or leaks. I have looked inside the duct and there is nothing

There shoud be a backdraft bamper on your case air intake.
